Third Party Assessment of Training Outputs:

The Danish government through its international development cooperation provides support to Pakistan guided by the ‘Framework Program in Support to Democratic Pakistan and Early Recovery of Khyber Pakhtunkhwa (KPK) and FATA’, in brief the Framework Programme Pakistan (FPP). Under the above initiative the Danish government intends to augment the efforts of national and international partners as well as of SCOs to accelerate the support in achievement of objectives set out in the framework by identifying and responding to the human rights and gender equality dimensions. The underlying effort is to strengthen the gender mainstreaming and rights based approach in its program delivery.

Objective:

The objective of the monitoring was to engage a third party, who may monitor the key activities of the N1 component up to July 2012, monitor media content related to the project and undertake an assessment of program performance and output with a view to providing input to the strategic considerations for possible continuation.

Scope of Work:

The consultant firm (Mishal) was engaged with the aim to support and provide the following deliverables:

–          Monitor key activities of the N1 Component up to July 2012 – Key activities defined in IMS work plan

–          Monitor media (print, electronic and online) for content being generated as outcome of N1 activities and provide a media watch report.

–          Engage with local journalist network for feedback of program awareness and impact.

–          Provide recommendations to address the assumptions and risks defined by the review compared to the development on the ground. The recommendations would also focus on how the component may be more successful in achieving the desired output, including possible need for adjustments.

Output:

The main output is a brief report about the program component N1 activities, impact, achieved outputs and recommendations to Danish Embassy and DANIDA for future continuation of the program.
