Mishal Pakistan Working with Human Dynamics on Support to the Government of Khyber Pakhtunkhwa’s Policy on Community Driven Local Development (CDLD).

As a consortium member Mishal Pakistan is working closely with Human Dynamics, a leading provider of consulting services for public sector clients, with a focus on transition and developing countries, in building the capacity of the Government of Khyber Pakhtunkhwa for Community Driven Local Development (CDLD).

The main purpose of this service contract is to support the Government of Kyber Pakhtunkwa with the implementation of the Community Driven Local Development policy in Malakand Division.This involves implementation in 6 districts of Malakand Division (Malakand, Chitral, Shangla, Swat, Upper Dir and Lower Dir), including the approximately 20 Tehsil administrations and 1,000 village administrations.

The project is a €6.8 million European Commission EuropeAid contract to deliver technical assistance to the Government of the Kyber Pakhtunkhwa, Pakistan.  This project “Pakistan: Khyber Pakhtunkwa District Governance and Community Development Programme” engages Mishal Pakistan’s technical expertise.Specifically, targeted technical assistance shall be supplied across the entire life cycle of the Community Driven Local Development policy’s implementation.

This includes fostering the comprehensive capabilities required to deliver the CDLD policy within devolved line departments and creating an effective Management Information System to evaluate the policy’s impact.

The Program has Three Major Components:

  • Community Driven Local Development Policy Implementation

Support the Government of Kyber Pakhtunkhwa (KP) and district authorities implement local development programs based on demand of community based organizations. This concerns assistance across the entire cycle of implementation of the CDLD policy and related budget.

  • Capacity Building

Establishing comprehensive capabilities for CDLD policy implementation of civil servants of devolved line departments and, where applicable, appointed staff of local councils.  Increasing the service and outcome orientation of local governments increases their capability to respond to local demand for services and support community-driven development initiatives.

  • Management Information System and Impact Evaluation

Ensuring the Government of KP has adequate management information for program and policy feedback to take policy decisions and to adapt, sustain and expand the CDLD policy across the province. Human Dynamics shall work towards the effective use and further develop the management information system and other Impact Evaluation mechanisms.Almost 40 experts from Mishal are currently deployed across the Malaknd Division (Malakand, Chitral, Shangla, Swat, Upper Dir and Lower Dir).
