Strategic Communication Specialist

About the Job:

The objectives of this role are:

  • To brand and promote the aims and objectives of the DGCD Programme and CDLD Policy amongst the key stakeholders at provincial and district level, acknowledging the critical role of the Government of Khyber Pakhtunkhwa and European Union;
  • To attract local infrastructure project proposals from community based organizations (CBO) ensuring inclusion and participation of CBOs, as well as marginalized groups, such as women;
  • To demonstrate achievements in local development by showcasing and documenting success stories.

Description of Tasks:

The Strategic Communication Specialist will be expected to:

  • Provide branding and promotion mechanism to activities of the project for communication purposes.
  • Create and implement an eye-catching and attention seeking promotion campaign to attract project proposals from community based organizations.
  • Develop a new communication approach that directly connects the community of a particular region to local government in a binding and trustworthy relationship
  • Develop a distinct brand for the programme that is well received by the local communities correlating with local norms and sensitivities.
  • Spearhead a communication and interaction campaign that encapsulates the sense of ownership of the programme by both the local government and local communities.
  • Develop appealing messages and interactive visuals to ensure a unique image, better recall and brand equity beyond the life of the programme.
  • Develop a phased campaign starting with smaller platform and builds up to a large scale.
  • Develop a campaign that encompasses a built-in risk mitigation process through targeted communications to ensure conflict sensitivity to potential risks as the programme implementation progresses.
  • Develop a documentation led process approach that aims at collecting and packaging lessons and success stories for the programme.
  • Develop an effective media engagement plan to ensure a strong buy-in from the local media for regular coverage of programme activities and successful initiatives.
  • Develop a direct marketing campaign to engage stakeholders through consultations, direct face-to-face meetings and presentations supported by relevant information material.
  • Undertake consensus building activities during the course of the project, supported by development of supporting material.

Requirements:

Qualifications and Skills

  • University degree in mass communication, media or journalism.
  • Strong portfolio exhibiting excellent written and oral skills.
  • Strong communication skills.
  • Ability to write technically accurate and engaging benefits content with minimal oversight.
  • Ability to effectively lead projects from conception to completion and meet project deadlines
  • Ability to identify problems and develop strategic solution
  • Proficiency in graphic designing tools such as CorelDraw and Adobe Suite (InDesign, Illustrator, Photoshop, etc.)

General professional experience

  • At least 10 years
  • Successful experience in developing and implementing enterprise level communication and public relations policies
  • Experience in development of successful publicity and media campaigns.
  • Experience in advertising and outreach productions
  • Experience in implementing campaigns on social issues and public service delivery

Specific professional experience

  • At least 5 years’ experience of working with NGOs. International donors, public service organizations or international aid agencies.
  • Knowledge and understanding of government departments, and public communication policies of the government and general awareness of government rules and regulations.
  • Experience of working with international donor agencies.

About the Job:

The “Sector Specialist Environment” is responsible for regular review district development strategies in light of the feedback of the respective sector and suggested revision and consult in developing action plan. The specialist will be focal person to coordinate with district authorities, DDCs, LSOs, VOs, and CBOs the DDSs still relevant to the community needs. The specialist will provide support to implementing partners to effectively mainstream and monitor cross cutting themes like Gender across the programs.
The Sector Specialist will report to

  • For all administrative purposes will report and coordinate with Key 1 Team Leader;
  • For all technical purposes will report and coordinate with Key 3 Senior Expert Capacity Building.

Description of Tasks

The Sector Specialist will be expected to:

  • Ensure implementation of sectoral activities identified and planned in district development implementation strategies.
  • Support in organizing open forum before each call for proposal is issued to enable face-to-face exchange between district authorities and implementing authorities.
  • Support in preparation of sector specific sound proposals with budget and milestones aligned with the local development priorities in relevant sector set out in District Development Strategies.
  • Support line department to review proposals for technical soundness and send to DDCs with recommendations
  • Facilitate training programmes and capacity building activities for district departments, and other stakeholders as required;
